No, and thank god. It would be too easy to spam the rankings. In fact, Alexa tried to achieve this feat, by allowing users to install their toolbar, which sends data back about which sites they visit. Although the service still exists, it is riddled by abuse and the listings in Alexa are questionable at best.
There is plenty of evidence to support that Google does take click through on organic listings into account (as it does for it’s PPC program*) and that time on site also plays a role. But it is a very small influence on your ranking, and one that they’ve never owned up to. Seriously, don’t go and train an army of monkeys to click on your site. It’s a waste of monkeys. * Although click through rates on your organic listing and time on site makes little difference to your ranking, they are very important and influencial on the ranking of your PPC ads.
