Truth is, I don’t know if they always warn you. However, register your site with Google Webmaster Central account (you should do this anyway!) and you will get warning notices for accidental mistakes that could get you penalized.
However, do realize that not every drop in ranking (or PageRank) is a sign that you’ve been penalized, it could just be due to a change in algorithm. In which case you’ll need to amend your SEO strategy.
