My web host has been down one too many times. I’m switching providers. Will this bomb my rankings in the search engines?

No, but I’d advice you keep your site up at the old server for a month just to make sure that the DNS has propagated across the web. Once you see the spiders in the log files of your new host, you can take down the files on the on the old server.
